Important Jail Policies and Procedures:

Inmates at the Wayne County Detention Center are allowed one visit per week. County offenders can have a 30-minute visit while Kentucky Department of Correction offenders are allowed a 1-hour visit. All visits must be scheduled by calling ext. 24 from Monday through Friday, 9am to 4pm. Visits must be scheduled at least 24 hours in advance.

Money can be deposited into an inmate’s commissary account through cash or money orders left at the Detention Center. You can only drop off money from Monday to Friday, 8am to 4pm, and on Saturday from 8am to 1pm. You can also mail money orders via the US Postal Service.

Sex Offender Search and Lookup:

To be called a sex offender, a criminal must have been charged and found guilty of a criminal offense involving sex. The classification of criminal offenses as sex crimes may differ from state to state. However, there are some offenses that are widely accepted as sex crimes such as rape, child molestation, and prostitution. According to federal law, all sex offenders must be registered with the state and national sex offender databases upon their release. Residents of Kentucky can find sex offenders in the state by visiting this . People who use these registries must keep in mind that not all offenders follow the registration law. There may be times when the addresses listed are no longer current. In some instances, the address may only contain the block where the offender’s house is located in.

Bail and Bondsman

Bail allows an accused individual to remain out of custody or jail while waiting for the start of his trial. The court grants this when the accused is able to guarantee his appearance when the trial starts. Sometimes, the court may require money or property to be pledged to the court in order to increase the likelihood that the defendant will show up at all his scheduled court appearances. If he doesn’t, the money or property will be forfeited.  

If the defendant cannot post bail because of financial constraints, he can get a bondsman to act as a surety. This means that the bondsman will promise payment to the court if the defendant fails to show up at any of his scheduled court dates. In return, the bondsman will charge a non-refundable fee that is equal to 10% of the bail amount.

In Kentucky, running a commercial bail bonding business is considered illegal. Ky. Stat. § 431.510 (outlawing commercial bail bond industry); see Stephens v. Bonding Assoc. of Kentucky, 538 S.W.2d 580 (Ky 1976) (upholding statute). Once a fugitive has run away to Kentucky, state law requires a bondsman from out of state to get a warrant first before he can arrest the fugitive. Ky. Rev. Stat. § 440.270.

Probation officer’s are appointed to investigate, report on, and supervise the conduct of convicted offenders on probation. Michael L. Lawson of Monticello, Ky. was arrested on a Wayne County District Court Complaint Warrant of Arrest for being a fugitive from another state. Lawson was wanted from the State of Indiana for sentencing purposes after a jury conviction on the original charges of dealing in methamphetamine and unlawful possession of a syringe.
Bobby L. Shoopman Jr. of Monticello, Ky. was arrested on 2 Pulaski County District Court Warrants of Arrest for failure to appear for probation revocation and failure to appear for violation of HIC on the underlying charges of theft by unlawful taking-shoplifting.
