Important Jail Policies and Procedures

The Black Hawk County Sheriff’s Office reserves the right to refuse visitor access. Visitors are expected to abide by the following rules:

Inmate visitors must be 18 years or older and have a non-expired government-issued photo ID.
Inmate visitor parking is not allowed in the front parking lot during normal business hours. This lot is reserved for Sheriff’s Office business only.
Persons under 18 years of age are not allowed in the visitation waiting area.
If you visit more than one inmate, you will be required to wait ½ hour between visit times.
Personal property such as purses, cell phones, cameras, paper, pen, etc., is not allowed upstairs. Lockers are available for these items. Please turn off your cell phone when placing it in a locker.
Food and drinks are not allowed at visitation or the visitation waiting area.
Profanity, cursing and derogatory remarks are not allowed. Keep noise down to a minimum.
Do not use your cell phone when checking in for visits.
Tank tops and tops with spaghetti straps are not allowed. Shoulders must be covered.
Low cut shirts that show chest cleavage are not allowed.
Shorts and skirts are not allowed if they are deemed inappropriate or too short.
Pants must be worn at the waist.
Jackets and coats will not be worn upstairs.
Headwear of any kind is not allowed, unless for a verified religious reason and pre-approved by jail staff.

If the inmate you are visiting is housed in unit A1, the two visitation days are Monday and Thursday.
If the inmate you are visiting is housed in unit A2 (SHU), the one visitation day is Wednesday.
If the inmate you are visiting is housed in unit A3, the two visitation days are Tuesday and Friday.
If the inmate you are visiting is female and in the SHU, the one visitation day is Wednesday.

All inmate visits are scheduled for Monday through Friday (Excluding holidays) and start at 8:30am, 9am, 9:30am, 10am, and 10:30am. After lunch, the visits restart at 12:30pm, 1pm, 1:30pm, and 2pm. There is also evening visitation for general population only inmates starting at 7pm and 7:30pm on Mondays and Wednesdays only.

With break-ins and burglaries reported in our county, as well as several surrounding areas, we urge everyone to remain extra vigilant. Maintain awareness of your surroundings, including your own home or neighborhood. Always lock your house, vehicle, sheds, etc. Do not leave valuable items out in the open where they could be seen.

Also, with holiday shopping beginning soon, if you are having items shipped to your home, keep in mind when packages are supposed to arrive, and ensure they are secured as soon as possible.

Due to system updates within the Black Hawk County Jail, beginning October 16th, 2017, night visits for adult inmates will be suspended until the updates are completed.

Completion time is expected to be sometime late December 2017.

This does not apply to juveniles.

On July 14, 1981, Black Hawk County Sergeant William Mullikin was killed in a vehicle accident during the manhunt for the individual that murdered Waterloo Police Officers Michael Hoing and Wayne Rice on July 12, 1981.

The manhunt came to an end on July 17, 1981 when the suspect was located in a bean field outside of La Porte City, Iowa.

We forever honor the service and sacrifice of Officers Hoing and Rice, and Sergeant Mullikin.

Black Hawk County Sheriff’s Office K9 Jarvis has received body armor



Black Hawk County Sheriff’s Office K9 Jarvis has received a bullet and stab protective vest thanks to a charitable donation from non-profit organization Vested Interests, Inc. K9 Jarvis’s vest is sponsored by an Anonymous Donor.



Vested Interest in K9s, Inc. is a 501c (3) charity located in East Taunton, MA whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. The non-profit was established in 2009 to assist law enforcement agencies with this potentially lifesaving body armor for their four-legged K9 officers. Since its inception, Vested Interest in K9s, Inc. provided over 2,400 protective vests, in 50 states, through private and corporate donations, at a cost of over 1.9 million dollars. All vests are custom made in the USA by Armor Express in Central Lake, MI.



The program is open to dogs actively employed in the U.S. with law enforcement or related agencies who are certified and at least 20 months of age. New K9 graduates, as well as K9s with expired vests, are eligible to participate.



The donation to provide one protective vest for a law enforcement K9 is $1,050.00. Each vest has a value between $1,795 – $2,234 and a five-year warranty, and an average weight of 4-5 lbs. Late in the evening of July 12, 1981, Waterloo Police Officers
Michael Hoing and Wayne Rice were dispatched to a home answering a routine call on a loud stereo. Moments later both Hoing and Rice lost their lives in the line of duty, gunned down by the suspect in the front yard of the residence. The suspect fled on foot. A massive manhunt ensued, ending with the arrest of the suspect on July 17, 1981 in a bean field outside La Porte City, Iowa.
